ZEC says run-off election will be ward based

THE ZIMBABWE Electoral Commission deputy chief elections officer (operations) has indicated that the run-off presidential election whose date is still to be announced will be ward based.

Utloile Silaigwana said no other changes in to the voting process will be introduced.

"The manner in which Zimbabweans voted in the harmonised elections will apply in the presidential run-off. The voting will be ward-based," he said yesterday.

This development was necessitated by the fact that the election will be a single constituency; that is the presidential election is the only one being run.

Silaigwana said since the voters’ roll was ward-based, it naturally followed that the voting should be done at ward level to ensure accountability and transparency, according to a press report.

He did not give a date for the run-off election.

"The date of the election has not yet been set. The public will be advised in due course," Silaigwana said adding that the commission had met and  "the meeting had something to do with the business of the commission".

• Read between the lines......those been victimised in the rural and other remote areas cannot run away to the cities to vote in relative safety amongst the other urban opposition supporters. What a great draw back to the euphoria of 1980 when we all voted on a one man - one vote ticket. Nowadays you need to be in your constituency, you need to be on the voters role and to be on it you need to be a property owner showing your bills at the said home or if in the rural areas you need the chief or headman to vouch for you. Imagine! such conditions in a country with high unemployment and a violent countryside?
I recall when we read Animal Farm and made comparisons btwn the ZANU PF scenario and what Orwell wrote of in his book. Now ZANU PF has taken us beyond that book and everything that is happening in Zimbabwe now is a re-writing the history books. Hyperinflation as never seen before. The longest election the world has ever seen. The quietest coup de ta by a sitting president, the weakest response by a regional body which ironically crafted guidelines on the conduct of elections.
Does anyone recall the speech Mugabe gave at Angola's inauguration of dos Santos as president?(the first time, when Savimbi accepted democracy?) If anyone can find that speech and recite it to Mugabe he would be ashamed. Infact I'll look for it and post it to all the media houses in SADC region.
