China and Russia veto Zimbabwe sanctions

CHINA and RUSSIA have vetoed a draft United Nations Security Council resolution to impose sanctions on Zimbabwe.

 

The vote came as a blow for British Prime Minister Gordon Brown, and Foreign Secretary David Miliband who expected backing for a security council resolution which was drafted by their government and the U.S, government.

 

Brown was reported as having used ‘shock tactics’ at this week’s G8 summit in Japan, to convince world leaders that imposing sanctions on Zimbabwe was the right direction. He carried a photo, of a driver for Zimbabwe’s opposition Movement for Democratic Change who was killed last month, which he showed world leaders to convince them to adopt a resolution on Zimbabwe.

 

The G8 summit was attended by both Russia and China, who had indicated earlier that although they supported a negotiated settlement in Zimbabwe and described sanctions as excessive.

 

PM Brown thought he had gained sufficient backing for for the  resolution.

 

UK Foreign Secretary David Miliband described the two countries’ veto as “incomprehensible”.

 

Zimbabwe's UN ambassador Boniface Chidyausiku had described the reasons given by the Britain and the U.S. for adoption of the resolution as “flimsy”. He said the “machinations” of the two were failing.

 

Russia's ambassador Vitaly Churkin, argued that the sanctions would have taken the UN beyond its mandate saying that they were not in the business of condemning or approving electoral processes in member countries.

 

This view was echoed by China's Foreign Ministry's chief spokesman Liu Jianchao who said sanctions would have complicated the political climate in Zimbabwe and would not help to encourage the various factions engage in political dialogue and negotiations. He said in a statement on his ministry’s website: "Under present conditions, passing a sanctions resolution against Zimbabwe would not help to encourage the various factions there to engage in political dialogue and negotiations and achieve results."

 

"On the contrary, it would further complicate conditions in Zimbabwe," Liu said, adding that China's call that the African Union (AU) be given more time for mediation was ignored. "The international community should provide constructive help" for South Africa's and the AU's mediation efforts, Liu said. "Avoid adopting actions that could have a negative effect on the atmosphere for dialogue."

 

China had earlier indicated that it respects and values the position of African countries, and expects the international community to increase positive efforts to facilitate the solution of the Zimbabwe issue. The country had also lauded the efforts made by South African President Thabo Mbeki to promote a home-made resolution of the political situation in Zimbabwe. China also indicated that it supported the Southern African Development Community (Sadc) to continue its mediation of the issue.

 

South Africa also voted against the sanctions resolution and expressed hope that the current negotiations being brokered by President Mbeki will bring the desired peaceful settlement for Zimbabwe.

 

The proposed resolution had the support of nine council members, the minimum required to pass in the 15-member council, but the veto of any of the five permanent members is enough to defeat a resolution. With two vetoes, this was a huge blow to the U.S. and Britain – the drafters.

 

The draft resolution had called for international travel bans on President Robert Mugabe and 13 other leading government figures and a freeze on their financial assets held abroad.

 

Belgium, Burkina Faso, Costa Rica, Croatia, France, Italy, Panama, U.K. and U.S. voted in favour of sanctions.

 

China (veto), Libya, Russia (veto), South Africa and Vietnam voted against.

 

Indonesia abstained.

How? Easy, 99.99% of the people echoing their sentiments and opinions on such issues are in the West as both Political and Economical Refugees, period.

Here then comes the problem for The USA and UK, their resources are being over-stretched by our presence hence their choice of route to this predicament which I politically understand but do not agree with at all in terms of humanitarian costs to my country. Vanhu First and Politics Second at this stage, bhora pasi machinda.

That dangerous route is not only immoral but can at best be said to be a direct attack on our Sovereignity. Nyaya yanetsa naBob iyi, even akazora!

The Bad News, The East is now busy plundering our resources under the guise of Friendship. I-Dog eat dog whichever way you look at it. We have a very vulnerable economy staggering to it's knees and elbows (kana zvichiripo!) that they are robbing cheaply kuzadza matura avo kumabvazuva ekweyo.

• In accepting that the resolution for sanctions was defeated, we should also realise this is not a victory or defeat for anyone but the suffering people. Be it suffering at the hands of Zanu PF malpractice or at the hands of MDC enduced sanctions, the point remains that this resolution been turned down does not translate into a recovery of the economy for Mugabe. The Chinese, Vietnamese and Russians will not come to our aid in economic terms. They simply want our resources. At the same time, we need to stop taking sides in this crisis and begin to take solutions. In the same light can I hastily say, if this sanctions resolution had passed it would not have meant a victory for MDC but the economy would have got worse instead.

What is the way forward? To those of you claiming victory I ask you what happens now? Do you form your Zanu PF government like in years past (knowing you got less seats in parliament)? Do you begin to tone down on the language of accusing people for our problems yet in the same light saying there should be negotiations?
The truth of the matter is MDC cannpt rule the country without negotiating peace through accomodating the military. At the same time Zanu PF cannot hope to rule without some legitimacy in the form of rule of law and the end to violence.. So, your positions have been noted but you must now show what you bring to the country. Let's see the post election period in the country. In other words you've claimed victory, what does it mean to you? Let's see your plans in action for the recovery of the country.

• It doesnt take a wise man to see that there are global winds of change tilting the scales of power in favour of the Eastern block countries.

All these years, the West have made the rules, played in the political game and at the same time umpiring the same game. The rules are changing now in response to China's economic muscle which is ever growing. Everything we wear today in the West from head to toe is manufactured in China! The oil comes from the East. This has substantially reduced the Western influence on global affairs. They can not act unilaterally now.

Iran says it has its fingers on the trigger and its missiles can shoot anytime anywhere and is threatening to close the strait that channels the bulk of Western oil if attacked unjustifiably.

This is a chance for us Zimbabweans to show that we have the capability to unite and resolve our own issues. We cant afford to squander this chance again. We must also continue to forge meaningful multilateral relations with the East as we limb to stand on our own.

• Very good news indeed. Zimbabwe should be allowed to resolve their own problems without interference by western powers. China and Russia should be congratulated for standing against western imperialism. last week Gordon Brown was like a headless chicken with a picture in his pocket of a guy who might not even be an MDC activist afterall. This is not the kind of behavious you expect from a head of state. he should know that dialogue resolves issues not his myopic moves. They have now ended with egg in face and that Milliband is too young to comprehend these moves. he comes across as completely ignorant and emotional. We need real leaders not these emotional Labour postulates.
