President Mugabe allocates ministries

PRESIDENT Robert Mugabe has gazetted ministries allocated to Zanu-PF, MDC-T and MDC in terms of the power-sharing agreement signed by the three parties.

The allocation was effected after a series of meetings held this week by the principals which resolved to call in the facilitator to finalize the stages of Cabinet formation.

The ministries were gazetted under Section (L) of the Functions and Powers of the President outlined in the power-sharing agreement.

The section states that the Head of State shall after consultation with the Vice Presidents, the Prime Minister and Deputy Prime Ministers, allocate ministerial portfolios in accordance with the agreement.

After the assignment of ministries to the parties, President Mugabe is expected to sign the necessary papers for the appointment of the Vice Presidents, Prime Minister and Deputy Prime Ministers.

After their appointments, MDC-T leader Morgan Tsvangirai and his MDC counterpart Arthur Mutambara would have three months to find seats in Parliament.

The President would then receive nominations of ministerial appointees from the two MDC formations for appointment into Cabinet.

Sources in the Zanu-PF party told the Herald newspaper that President Mugabe has already agreed on the line-up of ministers to be appointed from the Zanu PF party.

In the 31-member Cabinet, Zanu-PF — which won the popular vote on March 29 — has 15 ministries, MDC-T 13 while MDC-M has three.

The principals are now expected to assign their members in the portfolios who will then be appointed by President Mugabe.

No appointments would, however, be made until the facilitator, former South African president Thabo Mbeki, has come to assist on the outstanding ministry — Finance, which President Mugabe provisionally assigned to Zanu PF, according to the Government Gazette.

Under the Constitution of Zimbabwe, President Mugabe will remain Head of State and Commander-in-Chief of the Defence Forces. He also appoints the two Vice Presidents, the Prime Minister and the two Deputy Prime Ministers.

The PM directs the operations of Government, conducts the business of Government in Parliament and exercises any other function including the administration of any Act of Parliament or of any Ministry or department that the President may assign to him..

The assignment of ministries was done in terms of Paragraph (a) of Subsection (1) of Section 31 D of the Constitution.

The ministries are as follows.

15. Finance (tentatively pending mediation)

MDC-Tsvangirai party

Are you aware that at the same time Tsvangirai was addressing his MDC thousands, Mujuru was also addressing her Zanu thousands. What mistakes did Joshua Nkomo make? Why are you bent on remembering Nkomo's legacy as that of your so called mistakes? I'm sure Joshua Nkomo is one of the most respected politicians whose legacy will forever be engraved in the past and future history of Zimbabwe. It's funny that it seems your so called mistakes is what seems to have made him a reputable politician. How can one honestly say Nkomo was swallowed when even today after his death, his name is synonymous and credited with the peace in Zimbabwe? Today the majority of Zimbabweans regard Nkomo as an examplary politician who sacrificed personal glory for the interests of all Zimbabweans. If you were to write Nkomo's orbituary how would it read Melusi, that way you can also educate me.

Melusi for your own information Tsvangirai late today told the Daily Nation of Kenya that he will not pull out of the agreement as it would be embarassing to SADC, Africa Union and the world at large. He added that the MDC would not want to lose the gains they have made so far.

Do not take what politicians say at face value. That is brinkmanship at play.

Please would the international community impose real sanctions on Zimbabwe like they did on Rhodesia just for one month only so Mugabe and all the misguided people who think that ther are sanctions on Zimbabwe. IMF and others stopped giving us money BECAUSE WE WERE UNABLE TO MAKE THE REPAYMENTS AFTER THE DISASTEROUS LAND REFORM. ZIMBABWE WAS AN AGRO-INDUSTRIAL ECOMONY.

Bob and his mates have had theri offshore accounts frozen. etc those are the only sanctions on ZW.

UN please enforce real sanctions as you did on Rhodesia were this country wa not even able to import fuel and medicines freely. Our passports were not recognised in any other country except SA. EVEN OUR EXPORTS WERE HINDERED EXCEPT FOR CHROME WWHICH THE WEST THOUGHT WAS TOO IMPORTANT TO INTERFERE WITH.

IRONICALLY IT WAS DURING THIS PERIOD OF REAL SANCTIONS THAT THE ECONOMY OF THIS COUNTRY GREW. LOOK AT PICTURES OF THE HARARE SKYLINE IN 1968 AND THEN LOOK AT IT AGAIN IN 1980.

PLEASE, LET US BE REAL

The allocation is fair and I think it is the MDCs responsibility to sort out the mess they and their sponsors brought to Zimbabwe.You dont need to be a rocket scientist to know that Prime Minister designate gave the West an opportunity to destabilise Zimbabwe through meddling in its affairs. Even as talks were going on Mr Tsvangirayi was taking instructions from the various Ambassadors in Harare. All he should have done would have been to say guys you have helped me to come this far. Chimbo sudurukayi ndikurukure nevamwe vangu with an open mind.

But he did not. There is nothing wrong with having friends from the West but they should be friends who does not meddle in our affairs.

In my view, and this is my request to ZANU Pf, please dont negotiate away our sovereignty by acceded to MDC demands. Zanu Pf has given a lot of consessions, and I think that should be that.If they still want to be generous, they can give them Finance and take back the Public Service.

The agreement will be reviewed in two years anyway, then MDC and Zanu Pf can say this has not worked this has worked etc.And make corrective measure.

The responsibility for appointing the Cabinet rests with the President. He has taken steps to do just that otherwise he will not be discharging his duty.

However, because of the world Credit Crunch, doubt this proverb will hold out for long.

uMugabe should take ALL the Ministries away from him and share them with MDC-AM and give him the Finance Ministry only - let's see how far MT gets without everything else in his grip that he and his cronies are obviously most unhappy about.

the people may be suffering on the ground but that is because of Sanctions and no other reason. if uMugabe had dished up all the Ministries in reverse order there are those out there who would still cry foul and suspect and accuse him of a plot and would refuse to accept the reversed order of Ministries because of their suspicious minds. No matter what he does according to his critics he has done it wrong.
we are blessed to have this brilliant individual in our midst but like any profet he is not apprciated in his own country.
Three weeks ago the Daily Mail carried a disgusting report on the Chinese antics in Kabwe Zambia and we knew who nothing about what is actually going on in our neighbour's back yard thought their late President had it bolted down. Ha!
those out there crying FOUL! are equally responsible for putting spikes into our progress. (you know the spikes that the police throw out under runaway cars to slow them down to a grinding halt? spikes that are hollow, with no substance but which do the ultimate trick. well, therre are those in our midst who are sabotaging our progress in much the same way).
this is because there are those out there who are desperate to see Zimbabwe fail and they will continue to do whatever they can to ensure it does.
You see the old man has wisdom and experience and his youthful critics have none of this. He is older than anyone remember.

this is why his critics cannot think positively - they have been programmed to think negatively - much like Palin in her tactics against Obama. I think people are obsessed with just criticizing without Analysing. I think President Robert Mugabe has been criticised for destroying the Economy. Now the MDC has been campaining on the bases of Economic Recovery. President Mugabe gives them the Economic Ministries, and they cry foul, no they want Home Affairs, No Information, No Foreign Affairs, No Justice. This is Nonsence. The MDC have always said that they wanted to revive the Economy and President Mugabe has just done that: GIVEN THEM THE ECONOMIC MINISTRIES;
that is:

4. Health and Child Welfare
5. Labour and Social Welfare
6. Water Resources Development and Management

THESE MINISTRIES ARE THE ECONOMY AND I THINK WE DO NOT HAVE TO CRITICIZE UNNECESARILY. MDC SHOULD CONCENTRATE ON THE ECONOMIC RECOVERY BECAUSE THEY HAVE THE MINISTRIES. I THINK PRESIDENT MUGABE SHOULD GIVE THEM FINANCE AND THATS IT, LET THEM START THE ECONOMIC RECOVERY

Subject: Argument over finance ministry

The argument that the finance ministry should go to the MDC should be unacceptable to all progressive Zimbabweans. My argument is premised on the fact that MDC cadres are new and inexperienced at running ministries let alone a strategic ministry such a finance.

MDC cadres need to learn the ways and means of governing in less strategic ministries before they can be trusted to run the more critical ministries. The same happened to Zanu PF in 1980 when the ministry of finance was retained by the Smith regime whilst Zanu PF cadres leant the ropes.

What is so important about MDC that makes it claim this ministry. Come on guys, let us be objective here and accept the fact that MDC technocrats at present lack the necessary knowledge and skills to run this ministry.

We should not be dictated to by the likes of the BBC as to which ministries should go to either parties. This is a Zimbabwean affair that should be left to Zimbabweans to reslove. We as Zimbabweans should exercise objectivity when it comes to the allocation of ministries and reject foreign dictates.

Sanctions may be reinforced by those foreign stakeholders with ulterior motives but that is no reason for us to bow to blatant interference in our domestic affair.

We have argued in the past that Britain's interest in Zim was not about democracy, rule of law or human rights etc. Brown's real intentions in Zim have now been exposed for all to see. The invisible hand has now come out of the shadows.
Brown wants the land reforms to be reversed and to get his hands on the minerals in Zim. Brown has made a pigs ear of the British economy.
How can he have a role in Zim's finances. He has effectively abandoned his free market philosophies in the UK and is busy shoring up or nationalising banks in the UK. MDC has no experience of government let alone of running a Finance ministry. Who will actually be running the finances of Zim if not Brown. I hope Brown is not intending to shore up his crumbling economy by trying to get his hands on Zim's mineral resources via the back door. Remember, Brown sold all of the UK's Gold reserves. Maybe he wants to get hold of Zim's gold to replenish his reserves. Recently, Brown seized Iceland's (country) assets here under some spurious Act. The real International Community should now stand up, be counted and defend Zim.
All patriotic Zim must stand up and defend the country.Someone wants to get their hands on the Reserve Bank of Zim.
Was'nt there a leaked document from MDC that it had approached a german banker to enlist his help in running the Reserve Bank of Zim? Why a foreign national when there are lots of qualified and experienced bankers in Zim?
All patriotic Zims should Google The Money Masters and learn the scenario that is being envisaged for Zim. Britain and its allies must start to respect the wishes of the people of Zimbabwe. Let's not be hoodwinked by the propaganda that the composition of the inclusive government should reflect the March 29 election result. It is a fact that Zanu-PF got more of the popular vote during the harmonised elections than MDC-T. The inclusive government intended for Zim is an African/Zim solution to the problems in Zim and should be respected. Britain and its allies must lift the illegal sanctions which are killing the children of ZIM. All what Zimbabweans want is to be left alone and not to be used as pawns in some international political power games.

We all already know that Britain has now exhaled. The BBC has already made it very clear that any decision not giving the Finance Ministry to the MDC will be unacceptable. Sanctions will now be reinforced and our misery will continue because Britain did not get control of our Resources, particularly our mines through her MDC.
