No further concessions, says Mugabe

PRESIDENT Robert Mugabe says the ruling Zanu PF party has complied with all Sadc resolutions and will not make further concessions to the Movement for Democratic Change party until the all-inclusive Government is in place.

President Mugabe said the MDC-T party either “accept (the Global Political Agreement) or it’s a break”.

“This is the occasion when it’s either they accept or it’s a break. After all, this is an interim agreement,” he told the Sunday Mail newspaper.

“If they have any issues they deem outstanding, they can raise them after they come into the inclusive Government,” he added.

“This is a meeting which is taking place against a decision of Sadc which we already have. We have gone past negotiations and whatever concessions were there to be made have already been made,” said Mugabe.

“We have signed an agreement which we have already gazetted as required by Sadc. We have done all that Sadc expected us to do and all that remains is fulfilling the agreement by forming an inclusive Government,” he said.

Sadc and the African Union are the guarantors of the Global Political Agreement signed on 15 September 2008 by Zanu PF and the two formations on the opposition MDC.

President Mugabe said the “starting point” after Monday’s meeting, which will be chaired by a Sadc trio comprising the Facilitator to the talks, former South African President Thabo Mbeki, current Sadc Chair and President of SA, Kgalema Motlanthe and Mozambican President, Armando Guebuza, will be the appointment of MDC leaders Morgan Tsvangirai and Prof Arthur Mutambara as Prime Minister and deputy PM, respectively.

"The starting point (after Monday) is the appointment of the leaders followed by the ministers. The appointments can be made right away in anticipation that the agreement now contained in Constitutional Amendment No. 19 will not be opposed in Parliament," said President Mugabe.

Tsvangirai returned to Zimbabwe yesterday after spending more than two months in self-imposed exile in Botswana.

He expressed his willingness to form an all-inclusive Government but said his party will not be “bulldozed” into an agreement.

He will meet with the three Sadc leaders Monday, which is aimed at ironing out differences between Zanu PF and MDC-T over the formation of an inclusive Government.

Motlanthe, Mbeki and Guebuza arrive in Harare tomorrow for the high level meeting.

SADC is a guarantor to this Global Political Agreement. They were mandated by AU to negotiate these discussions. My understanding is that AU wanted a 50-50 agreement as evidenced by Tanzania's statement if you follow this link http://www.mg.co.za/article/2008-09-02-aus-patience-with-zim-wears-thin

So my question to SADC is. What do you understand about the deal in Zimbabwe. Is it a 50-50 deal? SADC should tell the people of Zimbabwe whether its 50-50 or not. This is because Zanu claims to have satisfied SADC requirements on forming the inclusive government and that they are saying no more concessions. They are accusing MDC of disrespecting SADC by refusing to accept what is on the table so far. But the ministerial allocations are not agreed upon by all parties as evidenced by Tsvangirai's statement. If it was maybe 50-50, maybe they would do Pick and I pick and so on. So first things first, SADC must define what nature of a deal they want to see in Zimbabwe. If it 50-50 then all posts will be shared equally and power distributed equally. This is my understanding of Power Sharing.

I urge all Saints to stand in prayer with these SADC leaders so that they execute their mandate with wisdom from God. If God is for us, who can be against us.

This man is too old, too sick and too cruel in his ways to change. He will not compromise.

Why not just let him go it alone because if MDC accepts the terms as they are, the difference will be the same the man will still make sole decisions. But then MDC will die because they will have legitimised tyranny.

MDC and the rest of those who think they can get anything better from this man are day dreaming.

Tndai Muvirimi thanks for your letter. But as I see it I dont think BOB is being unreasonable. An agreement has been signed already and why should people keep asking for more talks when they have already sat, agreed and signed?

Why should a common man in the street want to be consulted for the appointment of Govt personnel? This is share stupidity. Mr PM to be can only be consulted after joning Govt period.
