'Inclusive govt next month’

AFTER 14 hours of deliberations the Southern African Development Community (Sadc) yesterday issued a statement saying Zimbabwe’s main parties had agreed on a timeline to implement the power-sharing agreement signed on September 15, 2008.

The timeline sees MDC Movement for Democratic Change (MDC) party leader Morgan Tsvangirai sworn in by February 11.

A statement issued by the Sadc Chairperson and South African President Kgalema Motlanthe, the leadership of Zimbabwe is committed to the power-sharing deal.

Zanu PF and the two formations of the MDC have agreed to form a unity government next month, he said.

”All the parties expressed confidence in the process and committed to implementing the agreement,” said Motlanthe.

But the MDC issued a statement soon after the extraordinary summit the conclusions of the summit chaired by Mr Motlanthe fell short of its expectations as agreed at its National Council meeting of the 14th of November 2008 and 12th of December 2008.

The Sadc statement early on Tuesday, however, said besides these reservations the MDC had agreed to a timeline towards forming an all-inclusive Government.

According to the timeline, Constitutional Amendment No 19 Bill, the legal framework for the implementation of the Global Political Agreement, would be passed to create the post of prime minister on 5 February, with MDC-T leader Morgan Tsvangirai being sworn in six days later.

"All the parties expressed confidence in the process and committed to implementing the (Global Political) Agreement," said Mr Motlanthe.

SADC Executive Secretary Dr. Tomaz Augusto Salomão told the media around 05:30 local time that all parties had agreed that the prime minister and deputy prime minister would be sworn in by February 11.

"The minister and deputy ministers shall be sworn in on February 13 which will conclude the process of the formation of the inclusive government."

The Extraordinary summit “unanimously agreed” to these proposals, according to Salomao. He said “certain amendments” had been made regarding the allocation of cabinet posts, which had been hotly contested by all parties.

All parties agreed that control of the hotly disputed Home Affairs ministry, which has been a big obstacle to a final agreement, should be divided between Zanu PF party and MDC-T for six months, according to President Motlanthe.

Heads of state from Botswana, Namibia, Madagascar, Mozambique, Tanzania, Zambia, South Africa and Zimbabwe and senior delegates from the seven other Sadc countries represented their governments.

The MDC-T party leader is now expected to meet with his party's national council this weekend to explain the new position — the day specified by Sadc for the first meeting of the monitoring commission representing the three Zimbabwe parties who participated in Monday’s negotiations, to discuss remaining points of disagreement.

A Zimbabwe Government source told the Financial Times newspaper that Tsvangirai had “flip-flopped again”. “Just as on other occasions, he agreed at the meeting but it seems he was overruled afterwards by his party hardliners.”

The source said the ruling Zanu PF party was pleased with the outcome, because it meant that if Tsvangirai’s MDC party does reject the agreement on Friday, as seems probable, President Mugabe now has the backing of Sadc and the formation of the MDC led by Professor Mutambara, to go ahead and form a government without Tsvangirai.

Obama should butt off Zim. The people who will live with the consequences of any political solution are the Zimbabwean people themselves, not Obama, Hillary Clinton, Susan Rice, Brown etc. Why is Obama intending to impose Western solutions on Zimbabweans? Zimbabweans did not vote for Obama. Obama should start with unravelling the fiasco in Kenya and do something about Kibera slum if he wants to be taken seriously in Africa. Obama has enough problems in America itself that needs his attention urgently especially the failing US economy and the plight of Native Americans and African Americans. Has Obama actually asked us Zimbabweans whether we need his intervention? He should not take his cue only from what Brown, the EU and MDC-T tell him. The silent majority of Zimbabweans want a unity govt in place that can start addressing the humanitarian crisis that is prevailing. How can Obama even dream of imposing more sanctions on the Zimbabwean populace that is already struggling? If he is sincere about the plight of Zimbabweans, Obama should repel the Zidera Act, 2001, lift sanctions against Zim, engage with all the political actors in Zim, SADC and AU. If he is not going to reverse Bush's and Brown's failed policies on Zimbabwe, he should just shut up and concentrate on reviving the US economy which is in free fall. Was Obama appointed to be the acceptable face of imperialism in Africa? He cannot fool us. The US, EU, UK and their allies are after our resources in Zimbabwe. Full-stop. All this posturing about rule of law, human rights, democracy etc is just a smoke screen. Even Chester Crocker (of the Zidera Act, 2001) is on the board of Ashanti, Zim. Obama can do us all a favour by instructing Tsvangirai, the West's protégé to come on board. These guys have business interests in Zimbabwe they wish to protect. The humanitarian crisis in Zimbabwe is the list of their worries. Does Zim want to be lumbered with huge IMF/World Bank loans for infrastructure projects that benefit only US Global corporatists and not the country? Wake up Zimbabweans and smell the coffee.

I'm not an MDC supporter but do agree with what the strong supporter of MDC, JM is saying. There is no denying that MDC enjoyed overwhelming good will across the globe during and after the march elections. However, the delay in implementing the GPA has worked miracles for Zanu PF whose breath seemed to be sucked out of them by the march result. MDC would have made better use of their good will and the overall benefit of doubt they were being given in almost everything by joining the government. What's the point of staying out of government and cry foul about personnel changes instead of going in to change the system and constitution in time for the next election? Being in government will not only enable MDC to effect the democratic change that they so preach but also give a chance of survival to the suffering millions thereby maintaining their support base. The other problem is MDC didn't earn their support, they are a protest or appeal project by disgruntled Zanu PF supporters. They mustn't therefore read too much into their support which can change overnight should our economic environment change. Time running out for MDC because we all know who the status quo favours.

as a strong MDC supporter i must say i am quite unhappy with the leaderships strategy so far..........to much indecisions are making the party look very amature.........they need to play politics now and not carry on being victims they need to play the game and play it well because Mugabe is the best at politics and he knows how to win.............Morgan you need to become ruthless now because the Zimbabweans are suffering and we all won't be MDC supporters forever and when you lose the peoples support you lose the game...........join the government and play the game......remember Mugabe will not live forever and zanu is rotten............PLAY THE GAME..........

We, the MDC-T supporters, do not want to join Robert Mugabe and his Zanu PF in government. We do not want to be tainted with the blood of the innocent which is on their hands. Mugabe and Zanu PF should go ahead and form their government. They won the Presidential Elections and announced Mugabe's victory before three quarters of the ballot boxes had been opened for counting. What a victory! They should proceed forthwith and ensure that a government is in place. Mr. Chinotimba should be appointed to the Finance Ministry. Tobaiwa Mudede should be appointed the Defence Minister. Ziva Zanu!

Mavedzenge I thought the common problem was initially the blatant neglect of people by Zanu PF. In that case what does MDC-T, as people's project, have to offer the suffering masses to counter Zanu PF's neglect? It's one thing to call everything a nullity and spot the wrongs of others and yet another to do something about the suffering people on whose mandate you are supposedly negotiate. Last time I quoted the biblical story of the reactions of two women which led King Solomon to establish who the real mother of the child was. I fear for Zimbabwe that your friend might share your insensitivity to think a GNU which represents a realistic solution to our crisis is nonsence.

SADC has lost its respect, and it should have come open and admitt that they have failed.It like they are helping zanu Pf with its minority to drag MDC with majorty of votes by the throte.It doesn't work that way.
It shows how SADC is lacking leaders with leadership qualities.Its a shame really , maybe they think that they are humiliating the West and MDC , but they are forgetting that these aren't games but real lives of people of Zimbabwe.
So Mr Go it alone has won this game again, you have been winning since from hearding the cattle!!! You only believe in winning , and you don't settle for nothing less!!!

Its a pity that the current President of South Africa wants to force President Tsvangirai to join the GNU. Never, kana. Montlante wanted to show the world that he will be a good leader than Zuma. Pity you. President, Morgan is covered with the Blood of Jesus. Its very sad to note that this 85 year old person behaves. Mugabe you lost elections on 29 March 2008, hamunyari here? Did you see the other devils (Chinamasa, Mnangagwa, Mbengegwi) behind him on CNN/BBC laughing their lungs out rejoicing that the deal has collapsed once again. Mnangagwa is one person who does not want the deal to prosper coz he will sulute President Tsvangirai. The reason why the deal collapsed once again is because God has taken it upon Himself to show you Mugabe and Zanus that He is the Creator and nothing is impossible for Him. It was clever of MDC not to say it out at the Summit, they would have killed the MDC leadership. Come home President Tsvangirai and tell the people what SADC is made of. The deal has not been broken.

Why did he not say so inside the Summit?
Did he have to check with his Bosses first?
OR was South African President Kgalema Motlanthe exhibiting the knee jerk excitement and fist in the air of Tendai Biti in March - I almost typed Beattie!!! hahahahah. Enlightening!

Sometimes I wonder about him - he obviously still wants the Presidency and nothing else will suffice.
He does not give a fig about Zimbabwe - only the Presidency.
