THE Public Service Commission (PSC) will bar members of the parallel government from entering Government offices, as discussions over so-called 'outstanding issues' become more complex.
Prime Minister Morgan Tsvangirai has been making secret payments to individuals working in his office salaries of up to US$7,000 a month when most civil servants earn a paltry US$150 a month.
In September, the World Bank made an unusual confession that they were secretly making extra payments to the Office of the Prime Minister.
These payments were not approved by government. The payments are used by the PM's office to pay people not emplyed by the PSC.
Zanu PF has expressed concern over the MDC-T party's setting up of a parallel Government and says it's one of the oustanding issues within the GPA.
The PM's office has been using an intricate web of deceit and lies masking the top-up funds through dubious workshops, conferences and retreats. The money is from a slush fund under the so-called World Bank Multi-donor Trust Fund. It is, however, only available to the MDC-T party, not the whole inclusive Government.
The PSC is currently working on a way to bar all individuals identified as receiving the top-up funds from the WB.
Tsvangirai's spokesman, James Maridadi is not employed by the government of Zimbabwe. It is, however, not clear whether he is the PM's spokesman or is emplyed by the MDC-T party.
Sources have said some of the people believed to be in the parallel government in the Prime Minister’s Office are: Martin Rupiya (international relations), Emmanuel Chimwanda (security), Andrew Chadwick (communication), Jacob Mafume (funding co-ordinator), Rosemary Ann-Zigomo (legal), Moses Chundu (economic cluster), Lazarus Muriritirwa (policy implementation), Abisha Nyaguwo (social cluster), Denis Murira (public affairs), Thandiwe Hlabangana (Deputy PM T Khupe’s Office), Sabelo Ndlovu (Minister Gorden Moyo’s Office)
Parallel structures were also been set up in Bulawayo to represent the PM in Bulawayo.
Among the people believed to be in this office are Dumiso Mtshazi, Thamsanga Ncube, Thabang Nare, Eddie Cross and Tholani Zitha.
